Pass Summary:
Short (3 hrs.) pass with attitude maneuver and recorder playback.
Numerous dropped frames in telemetry. Multiple data dropouts and packet
extractor crashes. NOAA and ASC did not receive telemetry for most of the
pass.
ULEIS commanding cancelled due to instrumenter's inability to
receive telemetry through ASC. Gaps in recorder playback must be replayed
tomorrow.
Anomalies:
- Two packet extractor crashes.
- Three dropouts of VC1 and VC2 data, believed due to software
problems at IP NOC.
- NOAA and ASC did not receive telemetry (this is the second day in
a row for NOAA). IP NOC restarted various software. IP NOC reports that
SFG3 at JPL was shut down over the weekend without IP NOC being notified.

Pass Summary:
Late AOS - attributed to IP problem. Exciter-1 at station D16 was
faulty at BOT - station failed-over to exciter #2.
In the process of switching exciters, the CMD MOD index was not set
to the correct value of 0.86 radians. This caused the spacecraft receivers
to drop lock every time a command was sent.
Several slices of SSR B from the previous pass were redumped. NOTE:
slices replayed SSRB 137-143, 154-169, 285-303, 433-463, 185-208, replays
were due to ISIS anomalies and numerous data line hits from the previous
day.
Performed station H/O from D16 to D46. Station 46 was changed from
an unattended pass to a tracking pass to allow completion of tape recorder
playback. Redumped SSR A slices 128-214, 602-604, 611-613.
Executed OCR ULEIS-013 which sent two commands to test closing and
opening the shutter. Test was successful.
Anomalies:
Exciter #1 at station 16, problem under investigation, DR G04250
and two ISIS anomalies, AR G98-223. The first ISIS anomaly was that IMOC
was not receiving any data, the second was loss of VC2's only
at IMOC. A reset of IMOC ISIS is believed to have cleared both
problems.

Pass Summary:
Attitude maneuver, recorder dump, weekly SWEPAM calibrations, and
test of attitude determination in Low Rate ADC format. Insufficient time
to perform complete attitude determination in low rate.
Delays in reacquiring telemetry when switching to and from LR ADC
caused 11 minute loss of telemetry. The FOT requested a 15-minute pass
extension, but was unable to complete commanding and return ACE to RTSW
downlink format before end of support.
The 15 minute extension period was spent troubleshooting more
telemetry problems. The MOC was receiving data with an invalid S/C ID. A
second pass, with D46, was added to complete end-of-day commanding and
place ACE in the correct (RTSW) downlink format.
Anomalies:
AR#G98-224: Delay in initiating commanding at AOS (DR #G04267)
AR#G98-225: Delay reacquiring telemetry after change to Low Rate at
18:00 (DR #G04269)
AR#G98-226: JPL forwarded telemetry for a different spacecraft
(MAP) at 18:31 (DR #N48908). FOT was unable to reacquire or send commands
until end of track

Pass Summary:
1 hour 36 minutes of telemetry lost due to telemetry outage caused
by a variety of ground system problems at beginning of pass. At BOT + 1
hour, the planned time tag bin executed the data rate switch back to low
rate real time solar wind format.
At 1613, the FOT commanded the s/c to high rate and resumed normal
activities.
ACE FOT scheduled an extension of a DSS-24 ranging pass to complete
the recorder playback.
Anomalies:
AR#G98-0227 Telemetry outage from BOT until 1611 (1 hr. 36
minutes) due to combination of hardware and software failures at JPL and IP
NOC.
- Hardware failure (48X card) at JPL caused telemetry outage
between JPL and GSFC 1355 - 1500. Electronic card replaced by Pac. Bell LA
technician. Covered by - DR #N48920
- IP routers down at JPL caused continued telemetry outage after
card was replaced 1500 - 1600
- Fanout boxes at IP NOC down at 1600, caused continued telemetry
outage until 1611
AR#G98-0228 - Telephone contact between ACE FOT and DSS16 out
from 1535 to 1553. During this time the S/C switched downlink formats due
to time tag bin which fires if ACE FOT hasn't established contact within 1
hour of scheduled BOT

Pass Summary:
Recorder replay was very bad. D66 had aggregate data on-line to
MOC. JPL Comm notified station to put that data in record. Station
complied. However, problem with corrupted data persisted.
JPL Comm advised that this is an ongoing problem with the interface
between JPL and station 66, and that a DR would be issued for the problem
at LOS.
Nearly all of recorder playback was unuseable, so a second support
was scheduled for D27 from 15:30 to 18:10. Picked up complete recorder dump
via D27.

Pass Summary:
Pre-Leonid shower maneuver today. FOT lowered the data rate to low
rate and started transmitting on the broadbeam antenna. There was a
partial recorder dump; there will be no recorder dumps for the next two
days.
An attitude maneuver placed ACE in an orientation with the top deck
turned away from the radiant of the Leonid stream. A second maneuver to
fine-tune the attitude was postponed because FOT's FORMATS software failed
to process the maneuver sheet in time.
The pass ended (including a 1/2 hour extension) before the problem
could be cleared. A third pass with D27 was scheduled in order to perform
the second maneuver.
Anomalies:
AR#G98-0235: FORMATS failed twice. The first time, it failed
during the night but worked correctly after being restarted. The second
time, it was necessary to warm-boot workstation AC2WS2. This caused a
command sheet to NOT be processed and the maneuver had to be postponed
until another pass could be obtained.

Pass Summary:
This pass was scheduled as a follow-on to the day's first two
passes, in order to perform a second attitude maneuver for attitude fine
tuning. After finishing the maneuver and generating the AOSR, ACE FOT
released the station before the scheduled time.

11/16/98
Adjusted the target attitude to take account of the
Leonid radiant coordinates published by the Ames website
(they have meteor experts there and the Airborne observing campaign
is being conducted by Ames staff).
These coordinates are: RA = 153.7, Dec. = 21.9. This position is
about 0.7 deg further East than the radiant coordinate set we had
been using.
In order to guarantee the Project their minimum 106 deg angle between
the L-Storm radiant and the spin axis, FDF needed to shift the target
further to the East.
1st Burn: 110 pulses designed to take ACE S/C
From: RA=223.54, Dec.= -22.75
To Target: RA= 252.1, Dec. = -24.0.
If achieved the ACE S/C would have had a radiant-to-spin
axis angle=106 deg, Sun Angle= 19.75 deg, and HGA angle= 23.1 deg.
However, the burn fell 9% short. [[This is not too surprising since we
had no experience or calibrations for such a long reorientation whic
is about 3 times longer than the previous longest burn]]
The resultant attitude was: RA= 249.9, Dec.= -26.07
(radiant angle= 104.7 deg, Sun Angle= 18.2 deg).
2nd Burn: Correcting for the shortfall was planned for prior to
LOS at 1710Z, but FORMATS problems in the MOC prevented
timely processing of the command sheet.
Another pass was scheduled for the afternoon,and
the 2nd Burn was successfully executed @ ~ 2100Z.
The 14-pulse second leg was designed to take us

This new target, slightly different from this morning's, was selected to
avoid a Minimum Delay problem with the Jet Start Angle and also to guard
against a cold burn by targeting for a radiant angle of 106.3 deg.

Radiant Angle: 106.15 deg.
Sun Angle: 19.6 deg.
HGA Angle: 23.3 deg.
The goals of the Leonid risk mitigation attitude reorientation have been met.

Emergency Summary:
An 11 meter CRL station supporting ACE RTSW format for NOAA had
successfully received ACE RTSW from approximately 2200z to 0538z. The
station reported a loss of signal (LOS) at 0538z.
The Chief Engineer for the NOAA Space Environment Center (SEC)
contacted the station to verify the ground system status. There were no
ground system problems to report.
The last 4 frames of RTSW data prior to LOS revealed a significant
disturbance in the magnetic field data. There was concern as to whether or
not this could have caused LOS in light of the Leonid meteor showers
occurring during this time frame.
At approximately 0700z the NOAA SEC Chief Engineer paged the ACE
Real-time Ops Supervisor (RTOS) to provide notification of LOS. Upon
receiving the information, the ACE RTOS contacted the ACE Mission Ops
Manager and the NASA ACE Mission Director (MD).
The Ops Chief at JPL was then contacted to determine whether or not
a pass could be obtained for an ACE support. The Ops Chief indicated that
unless a spacecraft emergency was declared, no support could be obtained
for ACE.
At 0825z the Mission Director informed the Ops Supervisor to
request emergency support from the Ops Chief. Some members of the ACE FOT
were informed and gathered at the MOC at 0900z.
At 0905z the Ops Chief was again informed of the need for emergency
support at which time the MDSCC DSS-66 was taken off of maintenance and
began to configure for an ACE support.
At 0941z, the MOC began to receive telemetry from D66 which
indicates that the problem with the CRL station may have been related to
link margin rather than s/c problems due to Leonids.
The FOT made an initial State Of Health (SOH) check in the RTSW
format which has limited housekeeping data. Everything looked nominal at
this point. The command system was validated just prior to SPC 60 going
down from 0944z-1021z.
When SPC 60 was back up, the FOT commanded ACE to low rate adc
format and completed SOH checks. When all was found to be nominal, the FOT
released D66 at 1045z. The spacecraft emergency was declared over at 1045z.
Anomalies:
* G98-0236 - DR# L02688 - Telemetry/Uplink outage from
09:45:00 to 10:21:00 due to problems with Madrid's SPC.
* S98-0021: Unexpected LOS at CRL - Spacecraft emergency
declared. The probable cause of LOS is the new s/c configuration (antenna
pointing) which had an affect on link margin with the 11meter antenna at
the CRL station.
The anomaly report S98-0021 will be closed.
