OCRs:

DOY 102 (04/12/2013)  ACE-309   New block bin for medium rate.
ACE has 4 block bins loaded on the spacecraft for changing downlink
formats.  This OCR adds a 5th block bin for switching to medium rate.
The block bins are called by time tag bins when automatic downlink
format changes are needed.

DOY 105 (04/15/2013)  ACE-310   Authorization for Santiago Uplink Test
The first test for Santiago ranging (with uplink) was performed on
Monday 4/15/2013 (1320-1400z).  Some configuration changes were needed
and Santiago was able to receive their own ranging tones in the last 7
minutes of the test.  The ACE team monitored the spacecraft via the
shadow track with WS1 while the spacecraft was in medium rate.  There
were no problems with the uplink signal and no commands were sent from
Santiago.  Flight Dynamics analyzed the ranging data and found issues
with the UTDF RTLT/range field, the Doppler bias and the Doppler noise.
We are waiting to hear from the Near Earth Network as to their plans for
future testing.  The testing will be used in planning for the DSCOVR
mission.

The only impact from the moderate solar storm over the weekend was the
ULEIS shutter closing down to 25% for 19 hours.

Anomalies:

DOY 101  04/11/2013  S-ACE-0662  G13-0006  ITOS Cleanup Failed
ITOS generated an error while disabling commanding after the pass.
IMPACT:  No impact to the pass.  This type of error occasionally has
significant impacts on ITOS running future passes.  Manual intervention
required to clean-up ITOS after the pass.
