Data Capture:  100%  DOY 174-181 2013

A Santiago ranging/uplink test had been scheduled for Monday 7/1/2013.
It has been rescheduled for Tuesday 7/9/2013 (1300-1400z) due to
Santiago having problems with the IIRV file.  This test will use a
larger uplink power and different modulation index compared to the test
on 4/15/2013.  The buffer overflow problem (a consistent bias in the
range data) from the last test has not been resolved.  The MMOC will
monitor ACE during the test with telemetry received by WS1.
