The fourth Santiago range test was performed on Wednesday 8/14/2013.
The drift issue was resolved by disabling the "Doppler Rate Aid".  The
only remaining issue is the well documented problem of two overflows of
the Cortex 32-bit range buffer (DR 261565).  If DSN antenna time becomes
problematic with the reduction from 13 to 12 antennas (12/23/2013), it
may be worthwhile to investigate using Santiago to supplement ACE's
southern-hemisphere ranging needs.  (These tests were originally planned
so that DSCOVR could use Santiago.)

NOAA Space Weather Prediction Center (SWPC) has started an Alternate
Processing Site (APS) for ACE real-time solar wind data (RTSW).  After
several days of ensuring that the numerous firewalls were correctly
configured, the MMOC added data forwarding to the new site on 8/16/2013
(MOCR MMOC-373).  Ancillary files (clock, attitude/orbit, 28-day ephem,
3-week maneuver plan) will start being delivered in the coming week.
Note, the other antennas that provide ACE data to NOAA will also need to
be configured.  The MMOC data forwarding was just one step in many to be
done.
