DOY 245 09/02/2013  S-ACE-0665  G13-0009  DSS-27 Weak Downlink Signal
The DSS-27 Downlink Channel Controller (DCC)/Telemetry Processor (TLP)
was measuring a low Signal to Noise Ratio (SNR) after the switch to the
high data rate.  (SNR +2dB at 1629z, dropping to -4dB at 1650z and -6dB
at 1740z)  Eventually, the SNR dropped to -9dB (1807z) and the TLP lost
lock.  A second DCC was brought up.  The downlink signal was re-acquired
on both DCCs with normal SNRs (+8dB).  DR#G114235
IMPACT:  Minimal.  10 minute outage to NOAA Space Weather Prediction
Center (SWPC) and a 10 minute recorder redump at the end of the pass.
