Anomalies:

DOY 050  02/19/2014  S-ACE-0673  G14-0001  ITOS event log database
The ITOS event log database (postgres service) has been causing
excessive CPU usage when a new connection has been established.
Multiple connections were established during the pass and ITOS to stop
writing to the event log.  The computer was rebooted and the system
administrators are investigating.  This problem last occurred on
12/24/2013.
IMPACT:  The ITOS event log (cmd times, etc) for half the pass on DOY
050 was lost.
