Anomalies:

DOY 195  07/14/2014 S-ACE-0684  G14-0011  DSS-65 Earth Receive Time
DSS-65 (Madrid) Earth Receive Time (ERT) fell behind by 1 second at
15:30:44z and recovered (+0.999 sec) at 15:38:16z.
IMPACT:  The clock calibration for DOY 195 had a ~0.05 second deviation
which is negligible.

Difference between DOY 195 problem and previous ERT problems:

The previously recurring ERT problems were due to a software upgrade
(RRT v11.3.6 AR 118839) at Goldstone.  When a data-rate change occurred,
the ERT would be behind by 1 or more high-rate frames (1 frame every
0.091 seconds).  The DOY 195 ERT problem occurred in the middle of the
DSN pass and the ERT was off by a whole second.

The previously recurring ERT problems had a smaller shift (0.091, 0.182
or 0.273 seconds) compared to the DOY 195 problem (1 second).  But since
the previously recurring ERT problem usually occurred for the whole pass
(~3 hours), it had a bigger impact than the DOY 195 problem which only
occurred for 7.5 minutes.
