Follow-up update on the DOY 228 (8/16/2015) S-ACE-35 DSN Ground Anomaly
(See original anomaly description below)

Based on feedback from the NOPE (on 8/31/2015), the plan is to maintain
the current course. The Downlink Tracking and Telemetry (DTT) software
anomalies (AR# 118839 and AR# 118908) have been corrected in the software
version 12.1 upgrade.  The upgraded software will begin Soak Testing later
this month and operational at all complexes before the end of the year.
Once operational, the ACE Spacecraft Capabilities (SCAP) file Frame Sync
Out-Of-Lock Bit Error Tolerance (FS OOL BET) parameter will be updated from
four back to one, this will correct the problem reported in DR# M108951.

DOY 228 8/16/2015  S-ACE-35  DSN Ground Anomaly �� Madrid Complex

D65 unable to successfully lock on the low rate RTSW data; entire support
lost (DR# M108951).  Post-pass DSN analysis attributes anomaly to the
widened bit error tolerance (BET) solution implemented in response to 2014
ground receipt time anomaly (reference AR# 118839).  FOT will follow up
with the NOPE to determine whether or not BET should be modified.

IMPACT:  Moderate. FOT converted ranging-only support to a tracking pass
and extended duration.  FOT also staffed support to verify S/C status.
